he's gone through as much information as he possibly can, and is familiar with the basic idea of the guilds... but playing a little stupid will spark conversation, and getting to know the people who know the ins and outs of this prison is only going to work to his advantage. in domino city, he needn't bother with pretenses; everyone knew who he was, and how much power he wielded, and therefore, people generally moved out of his way. here, he is (relatively) anonymous, and so will need to work twice as hard to get what he needs without his typical resources.
most importantly, however, is that he is going to lose his mind of boredom if he doesn't have an outlet, and piecing together the puzzle of this place is as good an outlet as any. it will distract him from the skin crawling feeling that he has no control in this place, and if there is one thing seto does not do well with, it is being told he has no choice.
so clearly, the answer is to build something. ]
